Established in 2000, the WBC supports economic activities and promotes business development of women-run businesses. The Council operates under the direct supervision of the Ministry of Industry and Primary Resources and closely collaborates with a number of agencies, including the Community Development Department with which WBC runs a program to develop social entrepreneurship skills for women on welfare to enable them to be more financially independent.
